Under Woolley's leadership, PMKConsult expanded from Abu Dhabi into the UAE, Saudi Arabia, and the UK, building out offices in Dubai, Ras Al Khaimah, London, and more recently Riyadh, alongside its original Abu Dhabi base. A key milestone came in 2021 with the merger of PMKConsult and Dubai-based 3SixtyConsult, strengthening the firm's regional project and commercial management capabilities and broadening its client base across the Gulf.
Woolley has continued to expand the business through acquisitions and strategic partnerships, extending PMKConsult's presence into new sectors and international markets, including Africa through regional collaborations and the UK through the acquisition of a specialist project management consultancy. That approach has allowed PMKConsult to add technical expertise in specific sectors, such as food and beverage and hospitality delivery, rather than building every capability internally from the ground up.
Woolley has positioned PMKConsult specifically around project and commercial management rather than civil infrastructure or transportation work, a narrower focus than many of the larger multidisciplinary consultancies operating in the region. That specialism has translated into long-running client relationships with major international hotel operators and luxury retail groups expanding their store networks across the Gulf, including work tied to airport duty-free retail development in the UAE.
