NEOM, Saudi Arabia – September 11, 2025 - Construction on NEOM’s landmark green hydrogen project has surpassed the 80% completion mark, according to an update from the NEOM Green Hydrogen Company (NGHC). This milestone marks significant progress for what is set to become the world’s largest green hydrogen facility, a critical component of NEOM’s vision to position Saudi Arabia as a global leader in clean energy production.
The project, which began construction in 2022, has entered its final stages as work accelerates across multiple components. These include the main green hydrogen facility, a large-scale wind farm, an expansive solar farm, and the transmission grid that will connect and integrate these renewable energy sources.
In its latest statement, NGHC highlighted that key milestone equipment has now been delivered and installed.
“Our green hydrogen project is advancing rapidly, with milestone equipment being received and installed, including wind turbines, hydrogen storage vessels, electrolysers, the cold box and pipe racks,” the company said.
These installations are pivotal steps toward ensuring the facility is ready to meet its production target of 600 tonnes of carbon-free hydrogen per day when fully operational.
NGHC is an equal joint venture between ACWA Power, Air Products, and NEOM, bringing together some of the world’s leading companies in renewable energy and industrial gases.
The facility is located within Oxagon, NEOM’s industrial hub, and will integrate up to 4 gigawatts of solar and wind energy to produce green hydrogen at scale. The hydrogen will then be converted into green ammonia, enabling efficient global transport and use in industries such as transportation, shipping, and heavy manufacturing.
By the end of 2026, NGHC expects to be producing 600 tonnes per day of carbon-free hydrogen, making it a cornerstone of Saudi Arabia’s efforts to reduce emissions and diversify its energy mix.
In a move that underscores investor confidence, NGHC has signed a 30-year off-take agreement with Air Products for all the green ammonia produced at the facility. This agreement ensures a stable long-term revenue stream and global distribution of the hydrogen products.
The project also reached a major financing milestone in May 2023, achieving a financial close of $8.4 billion. This was supported by a $6.1 billion non-recourse loan provided by 23 local, regional, and international banks and financial institutions. Such strong financial backing reflects both the scale of the project and the global commitment to supporting green energy infrastructure.
The NEOM green hydrogen project is a flagship initiative under Saudi Arabia’s Vision 2030, which aims to transform the Kingdom into a diversified, sustainable economy with a leading role in the global energy transition.
When operational, the plant will help Saudi Arabia become one of the world’s top exporters of clean energy. The hydrogen produced will play a critical role in decarbonizing hard-to-abate industries, including steel production, shipping, and heavy transport, while also positioning NEOM as a hub for renewable energy innovation.
With construction now more than 80% complete, NGHC remains focused on completing the final stages of development. Work will continue through 2025 and 2026, with priority given to completing the integration of solar and wind facilities and the commissioning of hydrogen production systems.
Once operational, the project is expected to significantly reduce global carbon emissions, support thousands of jobs in the region, and showcase Saudi Arabia’s leadership in sustainable mega-projects.
