H.E. Mohammad Saeed Al Shehhi

H.E. Mohammad Saeed, Executive Chief Executive Officer of A.R.M. Holding, the Dubai-based private investment and real estate group under the patronage of H.H. Sheikh Ahmed bin Rashid Al Maktoum. Appointed in 2019 to establish and lead the group, he was mandated to restructure its existing businesses and to launch new developments and initiatives that contribute directly to the Dubai and UAE national strategy. His career spans more than two decades across real estate, investment, media, and technology, defined by a consistent pattern: building institutions from the ground up and delivering them at scale.

Under his direction, A.R.M. Holding has built a multi-layered real estate platform spanning legacy asset management, luxury development, next-generation living, and large-scale master planning. HUNA, launched in 2023, is the group's design-led residential developer behind H Residence, The Fold, and Across H in Jumeirah. Dubai Real Estate Centre (DREC) anchors the legacy portfolio with 46 properties across 15 locations, more than 3,300 residential and commercial units, and 8,800+ residents, backed by over 30 years in the market. HIVE, the region's first specialised co-living concept, is expanding across the UAE and Saudi Arabia, including the launch of ENTA in Ras Al Khaimah in partnership with RAK Properties. Beyond property, he has diversified the group's investments into health technology, innovation, sustainability, and food security.

The clearest expression of his approach is the group's most ambitious project to date: a five-square-kilometre masterplan around the historic Jebel Ali Racecourse, developed in collaboration with BIG – Bjarke Ingels Group and announced in 2025. Anchored by a 1.5-square-kilometre central park and aligned with the Dubai 2040 Urban Master Plan, the district is conceived as a walkable, mixed-use, 15-minute city, a living legacy for future generations. His position is that iconic developments are not defined by visual statement alone, but by their ability to improve daily life, strengthen the city's urban fabric, and remain relevant across generations: a city-first, human-first philosophy that asks what a project gives back to Dubai over time, not only what it delivers commercially.

Sustainability is embedded in that framework from day one. The masterplan has already achieved Platinum certification from both ModeScore and ActiveScore Communities for sustainable transport and active mobility, targets LEED Gold at both community and building level, and is planned as the region's first community to deliver significant biodiversity net gain, preserving all existing Ghaf trees on site. Across the group, he has driven a cloud-first digital transformation, replacing paper-intensive processes with end-to-end digital journeys for residents and modernising operations on energy-efficient platforms.

Under his leadership, A.R.M. Holding became the first corporate patron of Dubai Collection, the city's first institutional art collection, and its Children's Programme, the largest cultural education initiative in the UAE, has reached more than 37,800 students across all seven Emirates since 2021.

His record in delivering districts precedes A.R.M. Holding. As Chief Executive Officer of Dubai Design District (d3) from 2014 to 2018, and Chief Operating Officer before that, he delivered Phase 1 of the district, the Design Quarter, which today hosts more than 9,000 creative professionals daily, and established d3 as the centre of the region's creative economy, anchored by the Dubai Institute of Design and Innovation. Earlier, he served as CEO of Strategy, Technology and Executive Affairs at Dubai Media Incorporated, launching the organisation's first native HD channels, and as Senior Director of Broadcast and Media Services at du, growing the broadcast division by 24 per cent year on year.

Alongside his role at A.R.M. Holding, His Excellency serves as Vice Chairman of the UAE's National Media Authority, appointed by Federal Decree effective January 2026, having previously, as Secretary General of the UAE Media Council, led the most comprehensive legislative update in the history of the UAE media sector, including the Media Regulation Law. He also holds governance roles across the Asian Racing Federation Council, the Emirates Racing Authority and Dubai Refreshment Company, and serves as Director General of the Office of H.H. Sheikh Ahmed bin Rashid Al Maktoum.
