Riyadh, Saudi Arabia – September 26, 2025: View United Real Estate Development Company, a Nomu-listed Saudi developer, has announced the launch of its “Prosperous Riyadh” programme, designed to transform undeveloped white land into thriving residential and commercial communities. The initiative marks a significant step toward maximizing the value of underutilized land in the capital while driving sustainable urban development and economic growth.
White land refers to undeveloped plots in urban areas that are subject to Saudi Arabia’s White Land Tax, a policy introduced to encourage development and reduce land speculation. Through this programme, landowners will be able to convert their tax obligations into direct investment opportunities, creating value not only for themselves but also for Riyadh’s wider economy.
The company explained that the programme is intended to generate both economic and social benefits for the city by converting idle plots into vibrant neighborhoods and business districts that meet the growing demand for housing, retail, and commercial space.
The initiative also opens the door for direct partnerships between View United Real Estate and landowners, providing a variety of structures to meet different needs. These partnerships will allow landowners to participate actively in the development process, while benefiting from View United’s expertise in planning and project execution.
By offering flexible models, the programme ensures that a wide range of owners can engage with the market, fostering collaboration and encouraging private-sector growth.
“Prosperous Riyadh” builds on an agreement signed earlier this year between View United and the Ministry of Municipalities and Housing. Signed on January 29, 2025, this agreement set the stage for greater efficiency and innovation in Saudi Arabia’s real estate sector, aligning closely with the goals of Vision 2030, the Kingdom’s blueprint for sustainable economic diversification and urban development.
According to the company, the programme reflects Riyadh’s rapid expansion and the increasing demand for modern, integrated communities. By redeveloping white land, View United aims to unlock hidden potential within the city’s real estate market, ultimately improving quality of life for residents and attracting new investment to the capital.
The initiative also reinforces Riyadh’s ambition to become a global hub for commerce and living. As the city continues to grow, converting undeveloped plots into dynamic spaces will not only meet immediate needs for housing and infrastructure but also lay the groundwork for long-term, sustainable growth.
View United emphasized that “Prosperous Riyadh” is more than just a development programme. It represents a partnership between government, private developers, and landowners, working together to shape the future of Saudi Arabia’s capital.
By activating land that has been left idle for years, the company is helping to create a more balanced, vibrant, and economically diverse Riyadh, delivering both social and financial benefits to its people.
