Dubai, UAE – September 29, 2025: His Highness Sheikh Hamdan bin Mohammed bin Rashid Al Maktoum, Crown Prince of Dubai, Deputy Prime Minister and Minister of Defence of the UAE, and Chairman of The Executive Council of Dubai, has issued a resolution to form the Dubai Civility Committee. The initiative follows the directives of His Highness Sheikh Mohammed bin Rashid Al Maktoum, Vice President and Prime Minister of the UAE and Ruler of Dubai, with a vision to make Dubai the world’s most beautiful and advanced city.
This step aligns with the Dubai 2040 Urban Master Plan, aiming to improve the city’s urban landscape, enhance public satisfaction, and solidify Dubai’s status as a global model for modern living.
The newly formed committee will be chaired by His Excellency Mohammad bin Abdullah Al Gergawi. Its membership includes the Chairman of the Supreme Committee of Urban Planning, who will serve as Vice Chairman, the Secretary General of The Executive Council of Dubai, the Director General of the Crown Prince’s Office, the Commander-in-Chief of Dubai Police, the Director General of the Dubai Department of Economy and Tourism, and the Director General of Dubai Municipality.
The Dubai Civility Committee will oversee the implementation of initiatives designed to enhance the city’s aesthetic appeal and visual identity. It will review and assess progress at every stage of development, identify areas that require improvement, and assign clear responsibilities to relevant authorities. This includes addressing unsightly elements in the urban environment and ensuring Dubai’s visual identity reflects the highest standards of modern city planning.
The committee will also monitor the performance of all government entities involved in urban development. It will establish performance indicators, measure public satisfaction, and evaluate the effectiveness of policies and campaigns. Through this process, the committee will ensure that Dubai continues to move closer to its long-term vision of becoming the most beautiful city in the world.

Advanced technologies, including artificial intelligence (AI), will play a key role in the committee’s work. AI will be used to detect and address negative trends early, allowing for proactive planning and solutions. The committee will also propose necessary budgets and resources, create specialized subcommittees, and develop strategies to overcome challenges during implementation.
To support these efforts, all government entities involved in Dubai’s urban landscape must provide regular data, reports, statistics, and studies. This information will guide decision-making and ensure strategies are based on accurate, up-to-date information.
The formation of the Dubai Civility Committee demonstrates the emirate’s commitment to maintaining its unique architectural character while advancing its status as a leader in global urban development.
