Dubai Land Department expands broker training to boost Emirati participation in real estate, hitting 180% of its annual goal.

The Dubai Land Department (DLD) has significantly expanded its Dubai Real Estate Brokers Programme to encourage Emirati citizens to join the real estate sector. The initiative has already exceeded expectations, achieving 180% of its annual target and drawing national talent into private sector brokerage roles.

Driving Emirati Inclusion in Real Estate

Since launch, the programme has helped Emirati brokers close over USD 136 million (AED 500 million) in property deals. It supports the broader vision of Dubai’s Social Agenda 2033, which seeks to increase Emirati representation in the private sector. One major goal: raise the share of Emirati brokers in the property market from the current 5% to 15% within the next three years.

Training, Licensing & Growth

The initiative offers specialised training through accredited institutions, culminating in a three-year National Broker licence for successful participants. To support this growing workforce:

  • Over 231 new brokerage firms have been licensed to engage Emirati talent
  • 10 collaborative events were hosted with 71 partners, including developers and training institutions, to drive engagement and effectiveness

New Incentives to Boost Participation

To further stimulate participation and performance, DLD has introduced a series of strategic incentives:

  • A points-based rewards system for real estate companies that hire and develop Emirati brokers
  • Developers are encouraged to reserve 10–15% of their project sales volume for citizen brokers
  • Real estate developers and firms that have not yet joined the initiative are being actively invited to participate

Supporting National Goals

The programme is aligned with the Dubai Social Agenda 2033, which aims to integrate 65,000 Emiratis into various economic sectors. By equipping nationals with professional skills and opening new career pathways in real estate, the initiative enhances both industry standards and national workforce representation.

The Dubai Land Department emphasized the strategic value of this initiative:

“This programme supports Emiratis with professional training and licensing, helping them thrive in a critical sector of Dubai’s economy. It’s a direct step toward fulfilling our national development objectives.”

Dubai is creating a sustainable pipeline of Emirati real estate professionals through robust training, new licensing models, and active private sector partnerships reinforcing its commitment to inclusive economic growth.
