WAKAYAMA, JAPAN – October 18, 2025: Singapore-based investment firm Joyful Alliance has unveiled plans for a groundbreaking $2.2 billion integrated onsen resort in Wakayama City, Japan, envisioned as the world’s first zero-carbon destination. The proposal follows the signing of a memorandum of cooperation with the Wakayama City Government on October 17, marking a significant step toward transforming the city into a model for sustainable tourism.

A Sustainable Vision for Wakayama City

The Wakayama Integrated Onsen Resort aims to merge traditional Japanese hot spring culture with modern entertainment and green technology, attracting millions of visitors annually. Located just 30 minutes from Kansai International Airport, the project is positioned to redefine sustainable luxury in Japan’s Kansai region.

Backed by family offices from Hong Kong and Singapore, Joyful Alliance specializes in green investments, sustainable infrastructure, and asset management. The firm has assembled an international consortium for the Wakayama project, including Green Matter Hub, which will provide low-carbon materials and intelligent energy systems, and CMA Testing, which will oversee quality assurance and sustainability compliance.

Strengthening Partnerships for Green Development

Simon Chua, Executive Counsel for the Wakayama City Urban Regeneration Corporation, said: “Wakayama City is a historic gem blessed with natural beauty, rich culture, and a strategic location. I am very pleased to invite Joyful Alliance to discuss this potential transformative investment.”

Thomas Tin, Managing Director of Joyful Alliance, added: “We believe this project will generate tens of thousands of jobs and lead the industry with green zero-carbon technologies. Given our background in green innovation, we aim to bring Hong Kong’s technological expertise to Japan and develop a resort that reflects Wakayama’s local heritage.”

Sherleen Tay, General Manager of Green Matter Hub, noted: “Through our digital ecosystem, combining certification, carbon tracking, and fintech services we’re shaping a low-carbon future.”

Ryan Lau, representative of CMA Testing, emphasized: “We will provide expert guidance to ensure that every step of this project aligns with international standards while honouring Japan’s local environmental goals.”
