Ajman has introduced Emiri Decree No. 9 of 2025, signed by H.H. Sheikh Ammar bin Humaid Al Nuaimi, the Crown Prince and Chairman of the Ajman Executive Council. This decree empowers the Department of Land and Real Estate Regulation to standardize service fees, enforce compliance, and impose fines across all relevant property transactions.

According to the decree, the Department is now “authorized to collect the determined service fees, detect and document violations, and collect the specified fines without prejudice to any harsher penalty stipulated in any other legislation.” Text or provisions in conflicting laws will be revoked to the extent of the conflict.

Implementation and Enforcement

The decree will take effect 60 days after its issuance, following its official publication in the Ajman Official Gazette. Once in force, the Department of Land and Real Estate Regulation will have the responsibility for full enforcement across the emirate, carrying out inspections, documenting infractions, and handling collection processes.

Modernizing Ajman’s Regulatory Framework

This decree is part of a broader initiative by Ajman to modernize its real estate regulatory environment and align with economic development goals. By centralizing fee collection and enforcement powers, Ajman intends to enhance transparency and efficiency in property management and transactions.
