Abu Dhabi, UAE - Global private markets firm Partners Group and Abu Dhabi’s government projects body, the Abu Dhabi Projects and Infrastructure Centre (ADPIC), have agreed a non-binding memorandum of understanding (MoU) to bring more private investment into the emirate’s infrastructure and real estate.

ADPIC, which oversees the emirate’s capital projects, said this is the first time it has signed an agreement with a private markets firm.

The two sides will look for ways for the private sector to take part in Abu Dhabi’s capital projects. ADPIC said investment could go into modular construction, industrial technologies, technical services, advanced engineering and construction, and technology including AI, among other sectors.

Partners Group will consider co-investment as well as direct investment in the emirate, using its local investment presence and what it describes as an active ownership approach.

The firm says it has deep operational expertise and a strong record of scaling platforms around the world. It has invested in the Middle East for decades across several asset classes, and its portfolio companies in the region now employ more than 2,000 people.

Worldwide, Partners Group has over $185 billion in assets under management and around 2,000 professionals. Its investment programmes and custom mandates take in infrastructure and real estate, private equity and private credit, as well as royalties and special opportunities.

H.E. Eng. Maysarah Mahmoud Salim Eid, Director General of ADPIC, said: “Since its establishment, the Abu Dhabi Projects and Infrastructure Centre has worked to promote strong governance and advanced credibility in planning, implementing, and delivering projects, which, in turn, serves the economic and development strategies the Emirate of Abu Dhabi has set, while enhancing quality of life for its community.”

“At the Centre, we believe that the next stage of Abu Dhabi’s growth requires a high level of coordination and collaboration between government entities and the private sector,” he added. “We consider this a core pillar of our work; we consistently seek to build partnerships that combine capital, operational excellence, and innovation, while ensuring we attract partners with extensive expertise and a great capacity to support our strategic objectives.”

Suhail Albaz, Chairman, Middle East, Africa & Central Asia of Partners Group, said: “We look forward to seeing this MoU open doors to compelling infrastructure and real estate investment opportunities across Abu Dhabi. We will work closely with the Abu Dhabi Projects and Infrastructure Centre to identify investments that can both generate attractive risk-adjusted returns and support Abu Dhabi’s broader infrastructure and economic development priorities.”

The signing took place in Munich during the ADIS International Roadshow 2026 at EXPO REAL. ADPIC led the roadshow, which took an Abu Dhabi delegation of more than 40 people from government, investment, development and delivery organisations to Europe to turn international contacts into working partnerships around the emirate’s capital projects programme of more than $56 billion.

Partners Group was one of five organisations to sign MoUs with ADPIC at the event, alongside Siemens AG, PATRIZIA, HENN and the German-Emirati Joint Council for Industry and Commerce (AHK). In its roadshow announcement, ADPIC said the Partners Group agreement would cover PPP structures, investment readiness, bankability and risk allocation across a programme of about 500 projects.

In May, ADPIC said it had advanced about $8.71 billion (AED 32 billion) in public-private partnership opportunities the previous year, with more than 40,000 homes due for delivery by 2029.

Set up in 2023, ADPIC manages contracts and reviews, approves, plans and designs capital projects in Abu Dhabi, covering housing, infrastructure, tourism, community facilities and education.
