Luis Carlos Barroso Rodríguez is the Middle East Director for ACCIONA’s Facility Services business, leading the company’s operations across Qatar, Oman and Saudi Arabia. With more than a decade of experience in facilities management, infrastructure services and regional business leadership, he has built a strong track record in managing complex service portfolios, large multicultural teams and strategic client relationships across the GCC.

ACCIONA is a global company with more than 100 years of history, operating in over 40 countries and employing around 66,000 professionals worldwide. Within its Facility Services division, ACCIONA provides integrated facility management services across sectors including healthcare, aviation, transport, commercial assets, public infrastructure and industrial facilities. In the Middle East, the company supports some of the region’s most demanding clients and projects, including Hamad Medical Corporation, Qatar Airways, Lusail City, Oman Airports and the Haramain High Speed Railway in Saudi Arabia.

In his current role, Luis Carlos oversees regional strategy, operations, business development, financial performance, client management and organizational growth. His leadership scope includes more than 6,000 employees from over 40 nationalities, with responsibility for service delivery, operational excellence, workforce development, compliance and long-term business sustainability.

A key part of his career has been the expansion and consolidation of ACCIONA’s Facility Services business in the Middle East. Under his regional leadership, ACCIONA entered the Saudi Arabian market and continued to strengthen its position in Qatar and Oman through service diversification, long-term client partnerships and a focus on operational performance.

He has also played an important role in evolving the regional portfolio from a predominantly cleaning-based business into a broader facility services platform, with stronger maintenance capabilities and the ability to manage large-scale maintenance contracts across the region.

Among his notable achievements are the management of major facility services contracts in airports, hospitals, rail, and large infrastructures across Qatar, Oman and Saudi Arabia. His work has contributed to the renewal of several strategic contracts, reinforcing ACCIONA’s position as a trusted long-term partner for clients operating in highly demanding environments.

During his time in regional leadership, ACCIONA’s Facility Services business in the Middle East has received several important recognitions, particularly in training, workforce welfare and health and safety. These awards reflect a clear focus on people development, employee wellbeing, structured training programmes and safe working environments.
