Image: ShutterstockSaudi Arabia: The Saudi Red Sea Authority has issued Beach Operators’ Requirements and Conditions for the first time in the Kingdom, marking a significant regulatory milestone aimed at activating beaches as key economic enablers and advancing sustainable coastal tourism along Saudi Arabia’s western coastline.
The move represents a qualitative shift in the regulation of coastal tourism activities and aligns with the Authority’s mandate to develop policies, strategies, and regulatory frameworks governing beach operations, service standards, and environmental protection.
The newly issued requirements establish a comprehensive operational and regulatory framework for the licensing of beach operations. They define clear conditions related to security, safety, public health, and environmental protection, introducing a new phase governed by high-quality standards aligned with international best practices.
Designed to serve as an official reference for investors and operators, the framework aims to enhance the overall beach experience while strengthening long-term service quality, safety standards, sustainability, and marine environmental protection. By standardising operational requirements, the Authority seeks to increase the attractiveness and competitiveness of Saudi Arabia’s coastal destinations.

The requirements extend beyond operations to cover beach design, development, and construction, ensuring full compliance with the Saudi Building Code and applicable architectural and structural standards. Accessibility provisions for persons with disabilities are also embedded within the framework, reinforcing inclusive design principles across coastal developments.
Environmental performance forms a core pillar of the regulations. Operators are required to adhere to the highest quality standards and specifications consistent with the Blue Flag eco-label for beaches, reflecting a commitment to international sustainability benchmarks and responsible coastal management.
The framework clearly outlines the licensing process for beach operators, establishing a structured pathway that includes the need for a valid commercial registration, an environmental operating permit, marine zoning and planning approvals, a beach safety plan, and an assessment of the beach’s carrying capacity.
Operational obligations include strict requirements related to security, safety, and public health. These encompass the separation of swimming zones from other marine activities, the provision of appropriate rescue and safety equipment, the installation of clear signage, and the availability of trained lifeguards to ensure visitor safety at all times.
Environmental controls are equally stringent, requiring operators to prevent pollutant discharge, implement effective waste management systems, use environmentally friendly materials, activate environmental monitoring mechanisms, and immediately report any environmental incident to preserve ecological balance.

The requirements and conditions will enter into force one month from the date of announcement. Existing beach operators will be granted a one-year grace period to align their operations with the approved regulatory, technical, and environmental standards, allowing sufficient time for compliance and operational adjustments.
This regulatory step reinforces the role of the Saudi Red Sea Authority as the central authority overseeing coastal tourism activities. It also supports the broader objectives of Saudi Vision 2030, contributing to economic diversification, the development of high-quality coastal destinations, and the attraction of domestic and international investment across Saudi Arabia’s Red Sea coast.
