Born in April 1965, Perrins was educated at Marlborough College and later earned a bachelor's degree in Geological Sciences from Aston University. He qualified as a chartered accountant in 1991 and joined Berkeley in 1994. By 2001, he had ascended to the group’s main board as Finance Director and was appointed Managing Director in 2009.

Since taking the helm, Perrins has steered Berkeley towards complex urban regeneration projects, focusing on transforming underutilized brownfield sites into vibrant communities. This approach not only addresses housing shortages but also contributes to environmental sustainability. Under his guidance, Berkeley delivers approximately 10% of new homes in London, emphasizing quality and community integration.

He has prioritized investment in digital skills and modern construction methods, including the development of Berkeley Modular’s precision-manufactured housing system.

In 2024, Berkeley reported a 7.7% decline in half-year pre-tax profits but signaled optimism for market recovery, citing a slight uptick in sales and a more favorable planning environment under the new government.

Recognizing the evolving housing needs, Berkeley, under Perrins’ leadership, re-entered the build-to-rent market in 2024, planning to develop 4,000 rental homes over the next decade. This strategic move aims to address London's housing shortage and diversify the company's portfolio.

Perrins has been vocal about the impact of government policies on housing delivery. He has welcomed initiatives aimed at driving up housing delivery and forging partnerships with the private sector, emphasizing the importance of unlocking the potential of brownfield regeneration sites.

Beyond his role at Berkeley, Perrins serves as a trustee of the Berkeley Foundation, supporting disadvantaged young people. He also holds positions as a non-executive director of Grosvenor Property UK and PWC's UK Public Interest Board, reflecting his broader commitment to ethical leadership and community development.
