Image: WAMAbu Dhabi, UAE: The United Arab Emirates significantly expanded its national housing initiatives in 2025, reinforcing long-term commitments to family stability, improved living standards, and access to suitable housing for citizens nationwide.
According to Emirates News Agency (WAM), Federal and emirate-level actions taken during the year reflected a coordinated strategy, combining financial support, land allocation, and large-scale residential development to address demand while supporting demographic and economic growth.
During 2025, the Cabinet approved 3,567 housing decisions valued at USD 693 million (AED2.546 billion), with nearly USD 130 million (AED478 million) allocated in the final quarter. Federal support covered a combination of residential financing, government grants for low-income families, and housing and financing schemes delivered in cooperation with national banks.
The Ministry of Energy and Infrastructure also launched a dedicated programme to secure funding for housing support decisions, with priority given to senior citizens. The initiative includes insurance coverage extending up to the age of 95, covering cases of death or total permanent disability, strengthening long-term housing security for beneficiaries.

In Abu Dhabi, housing development remained central to the emirate’s long-term urban strategy. Agreements signed during the year covered the development of 13 residential communities valued at USD 28.9 billion (AED106 billion), with delivery of more than 40,000 homes and land plots targeted by 2029.
To further support homeowners, Abu Dhabi introduced new financial facilities, including a community support subsidy of USD 68,000 (AED250,000) to be automatically and retroactively deducted from housing loans of up to USD 476,000 (AED1.75 million). Repayment terms were also extended to 30 years. Total housing benefits issued by the emirate during 2025 reached USD 4.19 billion (AED15.384 billion), benefiting more than 10,700 citizens.
Dubai announced housing projects valued at USD 1.47 billion (AED5.4 billion) during the year, including the construction of 3,004 new homes. An additional package worth USD 545 million (AED2 billion) was approved to deliver 1,100 residential units across Wadi Al-Amardi, Al Aweer, Hatta, and Oud Al Muteena.
The emirate also launched an affordable housing initiative expected to deliver 17,000 units in its first phase, targeting employees in key and strategic sectors. The programme aims to support workforce stability while aligning housing supply with Dubai’s broader economic development objectives.

In Sharjah, the Executive Council approved land grants for 3,500 beneficiaries during 2025. The allocations were split evenly between residential plots and investment plots, supporting both housing provision and long-term asset creation for citizens.
Collectively, the federal and local housing measures introduced in 2025 underscore the UAE’s strategic focus on integrating social stability with large-scale urban development. By expanding housing supply, enhancing affordability, and strengthening financial support mechanisms, the country continues to position housing policy as a cornerstone of sustainable growth, community wellbeing, and economic resilience.
