Knowledge Economic City is preparing to welcome eligible international buyers under Saudi Arabia's new property ownership framework. Image: SuppliedMADINAH, SAUDI ARABIA – Knowledge Economic City (KEC) has welcomed the Saudi Government's approval of the Executive Regulations governing real estate ownership by non-Saudis, alongside the designation of zones where such ownership will be permitted, marking a significant milestone for international investment in Madinah.
As one of the designated developments within the city, Knowledge Economic City said it is ready to welcome eligible international buyers as implementation of the new ownership framework progresses.
The new regulations establish a legal pathway that will enable eligible non-Saudi individuals, companies and qualifying entities to own property within designated developments. The framework supports Saudi Vision 2030 by diversifying the economy, attracting international investment and strengthening the Kingdom's real estate sector.
Once the framework comes into effect, eligible buyers will benefit from a transparent, government-regulated ownership process designed to provide greater confidence and clarity throughout the purchasing journey.

It is an aspiration. It is an opportunity to establish a lasting connection with one of Islam's holiest cities, creating a legacy that can be passed from one generation to the next.
As international ownership becomes possible, Knowledge Economic City believes buyers will increasingly seek destinations that combine spiritual significance with modern living, strong connectivity, premium amenities and long-term investment potential.
The master-planned development has been designed to meet those expectations.
Located within the Haram boundary of Madinah, Knowledge Economic City spans more than 6.8 million square metres, making it one of Saudi Arabia's largest integrated mixed-use destinations.
The development combines residential communities, hospitality, retail, commercial offices, healthcare, education and public spaces within a master-planned urban environment designed for future generations.
Residents benefit from close proximity to the Prophet's Mosque, Mount Uhud, Quba Mosque and Qiblatain Mosque, while enjoying direct access to the Haramain High-Speed Railway Station and Prince Mohammad bin Abdulaziz International Airport, providing connections to Makkah, Jeddah and international destinations.
Many homes within Al Alyaa, KEC's latest residential community, also overlook Mount Uhud.

Once the ownership framework comes into effect, eligible buyers will complete the relevant government requirements before purchasing through Saudi Arabia's official property platform and receiving title deeds following handover.
Knowledge Economic City said its sales team will provide guidance throughout every stage of the ownership process.
Commenting on the announcement, Hazem Banna, Acting CEO & CCO of Knowledge Economic City, said:
"The approval of Saudi Arabia's new ownership framework marks a defining moment for Madinah.
