Image: ShutterstockDubai, UAE: Property Finder, has released its first operational intelligence white paper titled From Instinct to Intelligence: The Future of Agency Productivity with AI, outlining how Dubai’s rapid market expansion is redefining competitiveness and reshaping agency performance as agencies increasingly turn to AI-supported tools to manage growing complexity.
The white paper highlights the mounting operational pressure driven by rapid market growth, with agencies now managing larger portfolios, making more daily decisions and competing more aggressively for visibility. Between 2022 and 2025, the number of active agents grew by 30% annually, while listings increased by 34%. Despite this growth, engagement per listing fell sharply by 36%, underscoring the challenge of sustaining performance at scale.
Leading agencies now oversee portfolios that are 118% larger than in 2022, while marketing budgets have risen by nearly 190% as competition for visibility intensifies. These shifts have created a new operating environment where attention, rather than demand, has become the scarcest resource, pushing traditional manual approaches to their limits.
The research also points to the rise of the precision homeseeker, a new buyer profile with clearer criteria, higher expectations and far less patience. Average time spent on listings has fallen from 60 seconds to approximately 40 seconds, while attribute-led searches have increased significantly. At the same time, performance across the sector is consolidating, with just 5% of agents now generating more than 40% of platform leads, placing increased pressure on mid-tier talent and raising the importance of execution quality and transparency.
The report concludes that UAE agencies are facing a new challenge: managing growth profitably. With portfolios now spread across more communities and daily operational decisions multiplying, agencies are increasingly seeking intelligent tools to help prioritise actions, guide marketing spend and improve decision-making speed. Agencies are now required to determine in near real time where to allocate budgets, which listings to upgrade and how to maximise ROI in rapidly shifting market conditions.
