Image: Dar GlobalMuscat, Oman: Dar Global, the London-listed luxury real estate developer, has announced a landmark partnership with Art District Real Estate Development to launch and develop MAD – Muscat Marine, Art & Digital District, a transformative new coastal destination designed to redefine waterfront living, culture-led enterprise and future-focused finance in the Sultanate of Oman.
Strategically positioned along Muscat’s scenic coastline, the MAD master development spans more than 1.5 million square metres and carries a total gross development value of approximately USD 4.2 billion (OMR 1.6 billion) across all phases. The project is planned to unfold over a 12-year development cycle and is envisioned as a unified ecosystem that merges oceanfront living, ultra-luxury hospitality, cultural expression, and next-generation financial and digital industries.
Conceived as a multi-destination city, MAD will bring together luxury residential neighbourhoods, curated retail experiences, world-class marinas, international art venues, next-generation business and finance parks, and premium hotel offerings. The district is designed to attract affluent travellers, global investors, art collectors, technology founders and creative entrepreneurs, allowing them to live, work, invest and connect within a single, integrated waterfront destination.
The masterplan draws deeply on Oman’s maritime identity while positioning Muscat as a forward-looking global city that blends heritage with innovation.

At the core of MAD is a commitment to support Oman’s long-term economic diversification strategy, aligning with national ambitions to expand culture, tourism, technology and high-value financial and investment sectors. The district will feature private marinas serving ultra-luxury waterfront mansions, international art exhibitions, digital incubators, a financial centre, and a year-round calendar of global cultural and commercial events.
The destination is expected to position Muscat as a hub for marine adventure, cultural exchange and digital and financial creativity across the wider region.
This large-scale project reflects Oman’s confidence in building the industries of the future while preserving its maritime heritage. MAD is designed to demonstrate how strategic coastal development can serve as both an economic engine and a cultural platform, creating long-term value for investors, residents and future generations.
The district-wide planning approach is expected to generate significant employment opportunities, attract international capital and strengthen Muscat’s positioning as a premium destination for business, leisure and innovation.
A defining feature of MAD is the integration of a district-wide digital economy that enables a new model of property ownership, culture and enterprise. The development will introduce digital licensing frameworks, asset exchange platforms and ecosystem-based reward structures, creating streamlined pathways for business formation, creative enterprise and international investment.
