Riyadh, Saudi Arabia - Saudi Arabia has signed three memoranda of understanding with Kuwait, Qatar and Egypt to expand regional cooperation across electricity, oil and gas, renewable energy, infrastructure and investment.

The agreements were signed by Saudi Energy Minister Prince Abdulaziz bin Salman with his counterparts from the three countries.

The MoUs cover a broad range of sectors, including electricity networks, renewable energy, petroleum, natural gas, petrochemicals, energy storage, infrastructure development and investment. They also provide a framework for technology exchange, stronger supply chains and potential joint projects.

Under the agreement with Kuwait, Saudi Arabia will cooperate on electricity, renewable energy, electrical interconnection, power exports, energy efficiency, energy storage and smart-grid development.

The Saudi-Kuwaiti framework also includes digital transformation, innovation, cybersecurity and artificial intelligence, as well as efforts to localise energy-related products, materials and services.

The two countries also plan to strengthen cooperation between specialised companies and explore climate-related technologies, including circular carbon economy solutions.

Saudi Arabia’s agreement with Qatar covers petroleum, natural gas, refining, petrochemicals, electricity, clean hydrogen, renewable energy, energy efficiency and storage.

The two sides will also explore possible joint ventures involving oil and gas export pipelines, while promoting the use of sustainable petrochemical products in construction and other industries.

The Saudi-Qatari memorandum further includes coordination on international energy-transition and climate issues, including matters linked to the UN Framework Convention on Climate Change and the Paris Agreement.

The agreement with Egypt focuses on crude oil, petroleum products and natural gas, with cooperation spanning trade, transportation, storage, distribution, infrastructure and logistics.

It is intended to support greater energy-market integration, improve supply-chain resilience and strengthen energy security between the two countries.

Saudi Arabia and Egypt will also exchange expertise related to the upgrading and operation of fuel stations, while exploring further cooperation in liquefied petroleum gas, petrochemicals and investment in both existing and planned projects.

Together, the three agreements broaden Saudi Arabia’s regional energy partnerships and could create future opportunities across power infrastructure, energy logistics, pipelines and clean-energy technologies.
