Oman Signs $779.7m Real Estate Deals With Rove and LEO Development

Muscat, Oman: Oman’s real estate sector continues to attract significant investment, with deals worth $779.7 million (OMR 300 million) announced following a strategic partnership between LEO Development and lifestyle hospitality brand Rove. The collaboration will deliver a series of branded residential and mixed-use developments across the Governorate of Muscat and the Special Economic Zone at Duqm (SEZAD).

The partnership establishes a framework for the rollout of multiple Rove-branded projects across the Sultanate, supporting the long-term growth ambitions of both partners while reinforcing Oman’s positioning as an emerging destination for contemporary lifestyle-led hospitality and residential development.

Anchoring the collaboration is the launch of Rove Home Muscat Expressway, the brand’s first branded residential project in Oman. The development marks a milestone for LEO Development, introducing an internationally recognised lifestyle brand into the Omani residential market.

Rove is a joint venture between Emaar Properties and Dubai Holding, and has expanded rapidly across the region, with more than 8,000 units open or under development. Rove Home Muscat Expressway represents the first phase of a broader development pipeline planned under the partnership.

Strategically located near Muscat Hills, the project benefits from direct access to major road networks and proximity to Muscat’s key business districts, urban centres, the Oman Convention and Exhibition Centre (OCEC), and Muscat International Airport. The location positions the development to serve both residents and long-stay visitors seeking connectivity, convenience, and lifestyle-driven living.

The project will comprise fully furnished one- and two-bedroom apartments and lofts, complemented by a curated range of amenities. These include a lap pool with jacuzzi, rooftop garden, retail and co-working spaces tailored for modern urban living, as well as the brand’s signature Rove Café.
