Oman signs $2.6bn deals led by $1.8bn Al Bandar project

Oman has signed more than $2.6 billion (OMR 1 billion) in housing, tourism and service agreements under Urban October 2026, led by the $1.82 billion (OMR 700 million) Al Bandar development. The programme also includes major residential projects under Surooh, new phases at Al Thuraya City, tourism developments and public infrastructure across several governorates.

Muscat, Oman - Oman has signed more than $2.6 billion (OMR 1 billion) in housing, tourism and service agreements under Urban October 2026, with the $1.82 billion (OMR 700 million) Al Bandar development emerging as the largest single investment announced.

The programme covers 20 partnership, development and tender awards across Sultan Haitham City, Al Thuraya City, Khazaen Economic City, Khasab and several integrated residential neighbourhoods.

Eight agreements under the Surooh programme represent combined investment of about $485 million (OMR 186.6 million) and are expected to deliver 2,443 homes across approximately 1.74 million square metres.

The developments include projects in Bidbid, Bahla, Nizwa, Al Buraimi, Al Rustaq, Sohar, Bausher and Taqah, giving developers access to a wider range of residential markets across Oman.

Among the larger Surooh schemes is a $148 million (OMR 57 million) project at Falaj Al Sham in Bausher, comprising 430 homes. A development in Taqah, Dhofar, is valued at about $122 million (OMR 47 million) and will provide 580 units.

At Al Thuraya City, Zawaya Group will develop Neighbourhood 5C under a $117 million (OMR 45 million) agreement, while Al Nama Real Estate will deliver Neighbourhoods 5A and 5B through a $143 million (OMR 55 million) investment.

A further $11.7 million (OMR 4.5 million) consultancy package has been awarded for the detailed masterplan of Al Thuraya City’s third phase.

Khazaen Economic City will also gain a new integrated residential neighbourhood through a $130 million (OMR 50 million) agreement with Mada Group.

In Musandam, two tenders valued at a combined $13 million (OMR 5 million) were awarded for a government school and health centre at the Kumzar Residential Scheme.

Tourism projects account for some of the largest investments announced during the programme. The Al Bandar development carries an investment value of $1.82 billion (OMR 700 million), while a separate agreement covers redevelopment of the Sultan Qaboos Port waterfront with OMRAN Group.

Yankat Hills, being developed by Masa Al Qurm Development, represents investment of up to $208 million (OMR 80 million). The project is planned as an integrated tourism destination with a 100-room five-star hotel, 300 resort-style residences and 35 retail outlets.

Another project in Taqah, Dhofar, is expected to attract around $104 million (OMR 40 million) of investment and will include more than 580 homes together with a commercial strip overlooking the Arabian Sea.

Urban October 2026, organised by Oman’s Ministry of Housing and Urban Planning, runs through 8 October.
