EHC, Phoenix and AAA Sign MOU to Develop Sovereign Cloud and AI Platforms

EHC, Phoenix Technologies and AAA sign MOU to launch Abu Dhabi-based JV focused on sovereign cloud, AI platforms and secure digital infrastructure.

Abu Dhabi, UAE: Abu Dhabi-based EHC Investment L.L.C., Phoenix Technologies Ltd., and AAA Commercial Enterprises LLC have signed a binding Memorandum of Understanding to establish a joint venture focused on next-generation sovereign cloud infrastructure, secure data platforms, and advanced AI computing solutions across the region.

Headquartered in Abu Dhabi, the joint venture will combine regional investment leadership, Swiss-based advanced technology execution, and business transformation expertise to address rising demand for secure, sovereign, and scalable digital infrastructure. The platform will serve as the operational vehicle for the development, marketing, and delivery of sovereign cloud solutions, with full operations set to launch following regulatory approvals and the selection of the first flagship project under a defined growth roadmap.

Ali Al Gebely, Managing Director of EHC, said:

Phoenix Technologies Ltd., a Swiss technology company specialising in advanced ICT architectures and secure cloud platforms, will lead technical execution, delivery and technology enablement through the joint venture. Thomas Taroni, Founder & Executive Chairman of Phoenix, emphasised the strategic importance of maintaining control across the infrastructure value chain, noting that as a Swiss technology pioneer, Phoenix will build and operate a neutral, high-performance, and resilient underlying platform capable of supporting long-term AI innovation across the region.

Backed by Gewan Holding, an Abu Dhabi-headquartered diversified investment group with operations in more than 90 countries, AAA Enterprises will contribute regional execution capability and institutional alignment to the initiative.

Alaa Al Ali, Group CEO of NG9 Holding, said that the joint venture reflects a commitment to accelerating the UAE’s leadership in sovereign digital infrastructure and AI innovation, bringing together global expertise and regional capacity to strengthen resilience and unlock new economic value.
