EcoModular Forms Alliance to Accelerate Modular Building Growth in GCC

RIYADH, SAUDI ARABIA - EcoModular, the Irish-incorporated AI-native volumetric modular manufacturing and technology platform, has signed a strategic Memorandum of Understanding (MoU) with Riyadh-based Integrated Development Solutions (IDS) and Latvia-headquartered Modul Consult to strengthen the delivery of modular construction projects across Saudi Arabia, the GCC, and Europe.

The agreement establishes a phased framework for collaboration covering joint business development, fee-generating project services, and the potential for deeper corporate alignment in the future.

According to EcoModular, the partnership brings together complementary expertise spanning modular manufacturing, project delivery, design for manufacture and assembly (DfMA), engineering consultancy, supply chain management, and development advisory services, creating a fully integrated platform capable of supporting large-scale volumetric modular projects from concept through operation.

Phased Collaboration Framework

The collaboration has been structured across three strategic stages.

In the short term, the companies will jointly pursue market opportunities through shared capability statements, credentials packages, bid submissions, and project proposals, leveraging their combined experience across multiple international markets.

The medium-term phase will focus on fee-generating service delivery, allowing IDS and Modul Consult to support EcoModular-led projects, joint ventures, and affiliated businesses under standalone service agreements. The framework also includes provisions that would allow a portion of fees to be reinvested into projects, aligning long-term interests among the parties.

The longer-term phase contemplates potential corporate alignment, including the possibility of EcoModular acquiring IDS and Modul Consult following its planned Nasdaq listing, subject to separate agreements and successful completion of earlier collaboration stages.

Building a Full-Service Modular Construction Platform

Under the framework, the combined offering will cover the full lifecycle of volumetric modular development, including development consultancy, project and cost management, DfMA design, factory advisory services, modular manufacturing, procurement, supply chain management, contracting, on-site delivery, facility management, market analysis, financial modelling, and investor relations.

Each service area will be led by one of the three partners based on its area of expertise.

EcoModular contributes a large-scale modular manufacturing facility located within a Special Economic Zone in Ventspils, Latvia. The facility has an annual production capacity of approximately 400,000 square metres and benefits from direct quay access and integrated crane infrastructure.

The company also brings a technology platform that incorporates Building Information Modelling (BIM), Manufacturing Execution Systems (MES), automated guided vehicle logistics, autonomous mobile robotics, takt-time production methodologies, and AI-native manufacturing systems.

IDS contributes extensive experience in Saudi Arabia’s construction sector, including involvement with major Public Investment Fund-backed developments and organisations such as Qiddiya, Diriyah Gate Development Authority, the Royal Commission for AlUla, Rua Al Madinah, and NEOM.

The company has maintained operations in Saudi Arabia since 2006 and has an international presence spanning Saudi Arabia, the UAE, Türkiye, Latvia, and the United Kingdom.

Modul Consult contributes expertise in DfMA design, manufacturing engineering, modular construction supervision, factory automation, procurement strategy, supply chain management, and institutional-grade market analysis and financial planning.

Positioning for GCC Modular Construction Growth
