DUBAI, UAE: Dubai Land Department (DLD) has launched its new Initial Registration platform, integrating project registration, real estate transaction registration and escrow account management into a single digital system for developers.

According to WAM, the platform uses artificial intelligence and process automation to reduce manual data entry, simplify transactions and improve coordination between developers, DLD and banks managing escrow accounts.

The launch comes as Dubai expands the use of artificial intelligence across government services, following the announcement of a framework aimed at enabling 50% of UAE government sectors, services and operations to operate through autonomous, self-executing artificial intelligence models, or Agentic AI, within two years.

Developer Services Brought Into One Platform

The Initial Registration platform was unveiled at a ceremony at Grand Hyatt Dubai attended by DLD’s Acting Director General and CEOs, alongside representatives from the public and private sectors.

By bringing developers’ core operations into a connected digital journey, the system reduces repetitive data entry and document submissions while providing a consolidated view of projects and real estate portfolios.

Developers can use the platform to monitor projects and transactions through more integrated data, while coordination with DLD and escrow account banks is handled within the same system.

Eng. Abdullah Ahmed Al Shehi, CEO of the Real Estate Regulatory Agency (RERA) at Dubai Land Department, said: “The launch of the ‘Initial Registration’ platform represents an investment in the real estate sector’s efficiency and readiness for its next phase of growth. As the market expands and its needs evolve, we continue to develop a digital ecosystem that enables developers to manage their projects and complete transactions more effectively, combining faster service delivery with accurate data and effective oversight. By deploying artificial intelligence and strengthening integration among stakeholders, we are enhancing the ease of doing business and reinforcing transparency and governance, building investor confidence and supporting Dubai’s long-term competitiveness.”

AI Cuts Data Entry by Up to 80%

The platform uses artificial intelligence to read documents including Emirates IDs, passports and sales contracts, extract relevant information and automatically populate application fields.

Standard transactions that meet the required business rules can be processed automatically, with compliant registration transactions eligible for approval upon submission.

The system also guides users towards the appropriate procedure through a short series of questions and allows missing information to be added while a transaction remains open, reducing the need to resubmit applications because of minor omissions.

Mustafa Al Rifai, Senior Manager at Dubai Land Department and the official responsible for the new system, said the platform reduces data-entry operations by up to 80%.

Transactions that previously required around 30 minutes to register can now be completed in less than five minutes, reducing transaction completion time by up to 80%.

Communication and transaction follow-up between developers and DLD have also been integrated into the platform, reducing the need for visits to government departments, telephone calls and emails.

Project 360 Consolidates Development Data

A feature known as Project 360 provides a consolidated view of individual developments, covering unit status, escrow accounts, financial information and project records.

The system also incorporates early-warning indicators designed to identify potential issues and support earlier intervention.

Data can be reused across connected systems, helping reduce discrepancies between sales, escrow account and ownership records while strengthening monitoring and oversight.

Developers can manage multiple companies through a single account, with defined permissions and separate roles for submitting and reviewing transactions.

More Than 1,500 Developers to Transition

Al Rifai said more than 1,500 real estate developers will benefit from the transition to the platform.

Major developers will be targeted first because of their higher transaction volumes and will receive practical system training over two to three weeks.

Remaining developers will then be trained and onboarded in groups of between 50 and 100 through successive weekly phases until all developers have migrated to the new platform and the previous system is phased out.

The current rollout represents the first phase of the system. A second phase will include further integration with other systems, alongside improvements and upgrades to additional platforms.

The Initial Registration platform forms part of DLD’s wider efforts to develop digital infrastructure capable of supporting continued growth in real estate transactions and projects. It also supports the Dubai Real Estate Strategy 2033 and Dubai Economic Agenda D33.
