COIMA, Eagle Hills Launch €400m Redevelopment of Guido Reni Barracks

COIMA and Eagle Hills will redevelop Rome’s historic Guido Reni Barracks in a €400m project, creating a new mixed-use cultural and residential district.

Milan, Italy: COIMA SGR and Eagle Hills have been selected to lead the large-scale redevelopment of the historic Guido Reni Barracks in Rome, following approval by the Board of Directors of CDP Real Asset SGR, the real estate and infrastructure asset management arm of CDP Group. The decision concludes a competitive tender launched in January 2025, narrowed from six bidders to three finalists.

New Investment Platform to Drive Major Urban Regeneration

The redevelopment will proceed through a dedicated investment fund managed by COIMA SGR, into which CDP Real Asset SGR will contribute the Guido Reni site while maintaining participation via the FIV – Fondo Investimenti per la Valorizzazione (Investment Fund for Enhancement). The initiative is backed by leading Italian and international institutional investors, highlighting Rome’s rising status as one of Europe’s most attractive real estate destinations.

COIMA has partnered with Eagle Hills, the Abu Dhabi–based development company founded by Mohamed Alabbar, to steer the regeneration of the former barracks. COIMA participates through its COIMA ESG City Impact Fund, the country’s largest urban regeneration vehicle, supported by major Italian institutions including Cassa Forense, ENPAM, Inarcassa, Cassa dei Commercialisti, Intesa Sanpaolo, Compagnia di San Paolo, Fondazione Padova e Rovigo, Fondo Pensione Monte dei Paschi di Siena and Fideuram Vita.

The project represents a total planned investment of approximately €400 million (≈ USD 431 million).

A New Cultural and Residential District in the Heart of Flaminio

Located in Rome’s Flaminio district, home to international landmarks such as Zaha Hadid’s MAXXI, Renzo Piano’s Auditorium Parco della Musica and Pier Luigi Nervi’s Palazzetto dello Sport — the 5-hectare site contains 23 historic industrial buildings. The masterplan envisions a vibrant mixed-use district featuring:

  • Contemporary residential buildings
  • Purpose-built student housing
  • Hospitality offerings
  • High-street retail
  • Community-oriented public spaces

The development aims to strengthen Flaminio’s position as one of Rome’s most culturally active urban neighbourhoods.

“Science Forest” Museum to Become New Cultural Anchor

As part of the redevelopment, a section of the site will be allocated to the Municipality of Rome for the development of the “Science Forest” Science Museum, an 18,000 sqm civic cultural project. The museum will be partially financed through a €43 million (≈ USD 46.4 million) contribution from the project’s fund and is expected to serve as a major educational and cultural anchor for the district.

Eagle Hills Expands European Footprint

This initiative marks a major expansion of Eagle Hills’ European presence. The company, active in more than 14 countries, is known for its mixed-use lifestyle destinations, hospitality assets and master-planned communities. The Guido Reni redevelopment follows Eagle Hills’ ongoing regeneration of Venice’s historic Hotel Des Bains, also in partnership with COIMA, reinforcing its commitment to shaping destination-driven developments grounded in cultural heritage and long-term economic value.

Strengthening a Proven Partnership

The project further solidifies the collaboration between COIMA and CDP Real Asset SGR, following their work on Milan’s Olympic Village — set to become Italy’s largest affordable student housing project after the 2026 Winter Games. With its ESG City Impact Fund, COIMA brings extensive institutional backing and decades of expertise in Italian urban regeneration.

The redevelopment of the former Guido Reni Barracks represents a major step forward in transforming one of Rome’s most historically significant urban areas into a contemporary, culturally rich district that reflects both the city’s heritage and future aspirations.
