Umm Al Qura Consortium Wins $1.6 Billion Makkah Development Contracts

A consortium led by Umm Al Qura secured $1.6 billion contracts to develop two major sites adjacent to Masar Destination in Makkah.

MAKKAH, SAUDI ARABIA - A consortium led by Umm Al Qura for Development and Construction has secured two major development contracts valued at approximately $1.6 billion (SAR6 billion) to develop two strategic sites adjacent to the Masar Destination project in Makkah.

The contracts were awarded by the Royal Commission for Makkah City and Holy Sites through two Letters of Award covering the Hindawiya West and Hindawiya South sites, according to a disclosure submitted by Umm Al Qura to the Saudi Exchange (Tadawul).

The developments are expected to form an extension of the broader Masar Destination masterplan, one of Makkah’s most significant urban transformation initiatives aimed at enhancing connectivity, infrastructure, and visitor experiences in the holy city.

Together, the two sites encompass a combined development area of approximately 1.15 million square metres, including 841,292 square metres at Hindawiya West and 308,304 square metres at Hindawiya South.

According to the company, the project will be executed through a real estate investment fund that will be managed by a financial institution licensed by Saudi Arabia’s Capital Market Authority (CMA).

The consortium comprises three key partners: Umm Al Qura for Development and Construction, Makkah Construction and Development Company, and Al Rajhi United Real Estate Company.

Under the partnership structure, Umm Al Qura will serve as consortium leader and development manager, while Makkah Construction and Development Company will act as the financial partner. Al Rajhi United Real Estate Company will provide technical expertise and support as the consortium’s technical partner.

While detailed plans for the development have not yet been disclosed, the project is expected to contribute to the ongoing expansion and enhancement of the Masar Destination corridor, which forms part of wider efforts to modernise infrastructure and support growing visitor numbers in Makkah.

The award further strengthens Umm Al Qura’s role in delivering large-scale urban development projects within the Kingdom and highlights continued investment activity in Makkah’s real estate and infrastructure sectors.

The project also reflects Saudi Arabia’s broader strategy to accelerate urban development, improve the quality of life for residents and visitors, and support long-term economic diversification initiatives under Vision 2030.

Further details regarding project components, timelines, and development phases are expected to be announced as planning progresses.
