Abu Dhabi, UAE – September 28, 2025: The United Arab Emirates has launched a comprehensive set of housing initiatives since the start of 2025, which has been declared the “Year of Community”. These initiatives are aimed at strengthening family stability, improving living standards, and making housing support more accessible to Emirati citizens.
The nationwide projects reflect the UAE government’s commitment to diversifying funding sources, reducing waiting times, and ensuring that families across all emirates have access to affordable, high-quality housing.
From January through the third quarter of 2025, the Sheikh Zayed Housing Programme issued 2,971 housing approvals with a combined value of USD 563 million (AED 2.069 billion). These approvals included several different forms of support:
To better support families, the Ministry of Energy and Infrastructure, through the Sheikh Zayed Housing Programme, introduced a new initiative offering comprehensive insurance coverage on housing loans. This coverage extends to beneficiaries up to the age of 95, ensuring long-term financial protection, particularly for senior citizens.
In one of the country’s largest housing announcements to date, Abu Dhabi revealed plans to develop 13 new residential communities, providing more than 40,000 homes and plots at a total cost of USD 28.8 billion (AED 106 billion).

Two major projects currently underway are the West Baniyas Housing Project and the Yas Canal Housing Project, part of a pipeline of 45,000 homes and plots scheduled for completion by 2029.
Abu Dhabi also introduced a community support subsidy of USD 68,000 (AED 250,000) to be automatically and retroactively deducted from the total amount of any housing loan of USD 476,000 (AED 1.75 million). In addition, loan repayment terms have been extended to 30 years, easing the financial burden on citizens.
To further expand options, the Department of Municipalities and Transport launched the Value Housing Programme, designed to increase diversity and affordability in the emirate’s real estate market.
In 2025 alone, Abu Dhabi approved two major housing benefit packages worth a combined USD 3.1 billion (AED 11.38 billion), benefiting 7,218 citizens.
In January 2025, Dubai announced USD 1.47 billion (AED 5.4 billion) in new housing projects, which included the construction of 3,004 homes.
Later in the year, Dubai approved an additional USD 544 million (AED 2 billion) package to deliver more than 1,100 housing units across several key areas:
The Mohammed bin Rashid Housing Establishment also provided 3,027 housing support packages worth USD 470 million (AED 1.725 billion) in the first half of 2025.
In May, a landmark agreement was signed to deliver 17,000 affordable housing units specifically for key sector workers, addressing demand from critical industries such as healthcare, education, and public safety.

Sharjah has also taken significant steps to address housing needs. In February, the emirate approved its first batch of 2,000 beneficiaries for land grants, divided between residential and investment plots.
In July, Sharjah announced a USD 91.2 million (AED 335 million) housing support package for 431 families in urgent need, providing ready-built homes as full grants to ensure stability for vulnerable households.

These initiatives highlight a nationwide effort to enhance family well-being and ensure that Emirati citizens have access to quality housing. By combining grants, loans, and modern infrastructure development, the UAE is setting new standards for sustainable and inclusive urban growth.
The projects also reflect the government’s long-term vision of community-driven development, supporting the social fabric of the nation while laying the foundation for future generations.
