RIYADH, SAUDI ARABIA – The Real Estate General Authority (REGA) has announced the launch of foreign real estate ownership applications through the Saudi Properties portal, marking a significant milestone in the implementation of Saudi Arabia's Foreign Real Estate Ownership Law.
The announcement follows the law's entry into force in January and coincides with the approval of the Geographic Scope and Regulatory Framework governing foreign ownership across the Kingdom.
The Saudi Properties platform serves as the official digital portal for foreign real estate ownership applications, allowing prospective property owners both inside and outside Saudi Arabia to complete regulatory procedures electronically through a single platform.
The portal provides access to approved ownership pathways, eligible real estate opportunities, verification of ownership requirements, application submission services, and application tracking capabilities.
According to REGA, expatriates residing in Saudi Arabia can apply directly through the portal using their residency number, with eligibility requirements verified automatically through a fully digital process.
Foreign individuals residing outside the Kingdom will be required to obtain a digital identity card through Saudi missions abroad before completing the online ownership application process.

For non-Saudi companies and entities without an existing presence in Saudi Arabia, registration through the Ministry of Investment's Invest Saudi platform will be required. Applicants must also obtain a national unified number before proceeding with the ownership process electronically.
REGA stated that the new framework allows non-Saudi individuals, companies, and entities to own property across various regions of Saudi Arabia while maintaining specific regulations governing ownership in Makkah and Madinah.
Under the regulations, property ownership within the two holy cities remains limited to Saudi companies and Muslim individuals from within and outside the Kingdom.
According to REGA, the framework has been designed to improve transparency by linking ownership opportunities to structured pathways and official data sources, supporting greater market credibility and enhancing the overall ownership experience.
The authority noted that the initiative is expected to contribute to high-quality urban development while creating a more accessible and efficient process for eligible international investors and property buyers.
REGA emphasized that the Saudi Properties portal will serve as the official channel for all foreign real estate ownership applications, as well as a central source of information regarding property ownership opportunities and requirements within Saudi Arabia.
