Riyadh Real Estate Balance Program to provide up to 40,000 residential plots annuallyRIYADH, SAUDI ARABIA: Riyadh will begin accepting applications on 16 August 2026 for the second edition of the Real Estate Balance Program, an initiative designed to provide up to 40,000 residential plots annually and support greater balance between housing supply and demand in the Saudi capital.
Applications will remain open until 15 September 2026, with the program overseen by the Royal Commission for Riyadh City (RCRC).
The initiative aims to provide between 10,000 and 40,000 developed and planned residential plots annually over the next five years, with prices capped at $400 (SAR1,500) per square metre.
Applications will be submitted through the Real Estate Balance Platform, after which applicants who meet the program's eligibility requirements will be identified.
A lottery will then be conducted and plots identified, followed by allocation and off-plan sale procedures before the ownership process is completed.
The Real Estate Balance Platform is designed to contribute to greater stability in Riyadh's property market while increasing homeownership opportunities among eligible beneficiaries.
The program also seeks to ensure fair distribution of residential land and maintain a balance between supply and demand within the capital's residential real estate market.
At the upper end of its targeted annual allocation, the initiative could make as many as 200,000 residential plots available over the five-year period.
The program is being implemented under the directive of Crown Prince Mohammed bin Salman and a royal order approving the provision of residential land to citizens in Riyadh.
By increasing the availability of developed and planned residential land while establishing a maximum price of $400 (SAR1,500) per square metre, the initiative is positioned to expand access to residential plots and support the city's evolving housing market over the coming years.
Applications for the second edition of the Real Estate Balance Program will remain open for one month, from 16 August to 15 September 2026.
