Kuwait Launches Advisory Tender for 23 State-Owned Real Estate Projects

Kuwait has launched a public tender for advisory services covering 23 state-owned real estate projects under its public-private partnership framework.

Kuwait City, Kuwait: The Kuwait Authority for Partnership Projects (KAPP), in coordination with the Ministry of Finance, has launched a public tender inviting local, regional, and international advisory firms to provide feasibility studies and tender documentation for the re-tendering of projects on state-owned real estate assets.

Issued under Public Tender No. (2–2025/2026), the advisory mandate covers a total of 23 projects and aligns with Kuwait’s public-private partnership framework under Law No. 116 of 2014, as well as the Public Tenders Law, according to the tender announcement.

Broad portfolio of public real estate assets

The projects included span a wide spectrum of real estate, commercial, and municipal infrastructure. Among them are the Fahaheel Waterfront Development (Al Kout), Waterfront Development Project Phase Five at Marina Mall, Al-Duwalia Centre Project, Al-Mutahida Market, Al-Maseel Market, Al-Kabeer Market, Al-Watiya Market, Kuwait Market, Block 11 (Kuwait Magic), Al-Wataniya Market, Al-Duwali Golf Club, Al-Safat Market, Al-Manakh Market, Al-Duwalia Building Property, and Souq Al-Mubarakiya.

The scope also includes several utility and food infrastructure assets, such as two construction waste treatment plants, slaughterhouses in Al-Farwaniya, Al-Jahra, and Al-Ahmadi, meat and vegetable markets in Al-Jleeb and Al-Jahra, Al-Khaima Mall, and the Central Fruit and Vegetable Market in Al-Sulaibiya.

Advisory scope and PPP objectives

Under the tender, the appointed advisory firm or consortium will be responsible for preparing technical, economic, environmental, and legal feasibility studies, drafting tender documentation, evaluating bidders’ proposals, and supervising the technical, financial, and legal processes through to financial close.

The mandate is intended to enhance operational efficiency across public assets while expanding private-sector participation in their management and development, reinforcing Kuwait’s long-term PPP strategy.

Eligibility requirements and tender process

KAPP stated that bidders must demonstrate a minimum of 10 years’ experience in preparing feasibility studies, tender documentation, and PPP contracts for comparable projects at the local, GCC, or international level. Firms must also hold valid operating licences and be registered with the Central Agency for Public Tenders (CAPT).

The tender will follow a two-envelope system comprising separate technical and financial proposals, with evaluation conducted using a points-based methodology. Alternative bids will not be accepted.

Key dates and financial requirements

A clarification meeting is scheduled for 19 January 2026 at KAPP’s headquarters in Shuwaikh, with the deadline for submitting inquiries set for 22 January 2026. Bids must be submitted in person, with electronic submissions not permitted, by 12:00 pm on 5 March 2026.

Tender documents are available for a non-refundable fee of USD 3,250 (KWD 1,000), while the required bid bond is USD 65,000 (KWD 20,000). The bid validity period is 90 days from the bid closing date.

The tender reflects Kuwait’s continued efforts to activate public assets through structured partnerships, positioning advisory expertise as a critical enabler for the next phase of PPP-driven real estate development.
