Dubai real estate valuers rise 50% as advertising licences grow 24%

Dubai, UAE: Dubai’s real estate services ecosystem recorded significant expansion throughout 2025, reflecting the continued structural evolution of the emirate’s property sector and the increasing demand for specialised expertise, regulatory oversight and transparent transaction processes.

The growth was evident across multiple segments, including property valuation, advertising licensing and real estate service infrastructure, highlighting the maturity and sophistication of Dubai’s real estate market.

The real estate valuation segment remained a key pillar of the sector’s development, with Dubai hosting 133 registered valuers by the end of 2025, according to data from Dubai Land Department (DLD). The figures underline the growing importance of accurate and reliable valuation in supporting investor decision-making and financial planning.

Compared to 2024, the number of newly inducted valuation professionals increased by 50% to 33, demonstrating sustained investment in technical expertise and professional standards across the industry.

In parallel, the number of registered valuation consultancies rose to 68, with eight new offices established during the year. This expansion has further strengthened the sector’s capacity to meet rising demand for specialised valuation services across residential, commercial and mixed-use assets.

Digital transformation drives advertising growth

Dubai’s real estate marketing landscape also experienced notable progress, with advertising licences increasing by 24% in 2025 to reach a total of 26,044 permits.

This growth reflects both the dynamism of the market and the ongoing evolution of marketing strategies, supported by regulatory frameworks designed to enhance transparency and accountability.

Dubai Land Department has played a central role in this transformation through initiatives such as the Real Estate Advertising Governance Platform, which leverages advanced digital technologies and artificial intelligence to ensure the accuracy, reliability and compliance of property advertisements across all channels.

Electronic advertisements accounted for the largest share of issued permits, totalling 23,521. Additional licences covered outdoor advertising, classified listings, vehicle-based promotions and billboards, as well as permits for real estate events including project launches, seminars and open days.

The diversity of advertising formats highlights the sector’s adaptability to changing consumer behaviour and the increasing role of digital platforms in shaping property marketing strategies.

Expansion of real estate service infrastructure

Growth also extended to the real estate registration and trustee services segment, which expanded to 32 offices, representing a 14% increase. This development enhances accessibility and convenience for market participants while strengthening the efficiency of service delivery across the emirate.

Property transactions processed through these offices reached 282,661, marking a 5% increase, while the number of clients rose by 7% to 563,920 in 2025. These figures underscore the growing reliance on trustee services as a critical interface between investors, developers and regulatory authorities.

The overall performance of Dubai’s real estate services ecosystem reflects a broader transformation in how the sector operates, with support services playing an increasingly strategic role in improving transaction speed, reinforcing legal compliance and enhancing investor confidence.

Dubai Land Department’s continued focus on innovation, digitalisation and regulatory excellence is positioning the emirate for sustained growth, ensuring a more transparent, efficient and resilient property market aligned with global best practices.
