DUBAI, UAE – October 17, 2025: Dubai Municipality and the Mohammed Bin Rashid Housing Establishment (MBRHE) have signed a Memorandum of Understanding (MoU) to enhance housing efficiency and simplify the homebuilding process for Emirati citizens. The agreement, inked during GITEX Global 2025 was signed by H.E. Eng. Marwan Ahmed bin Ghalita, Director General of Dubai Municipality, and H.E. Mohammed Al Shehhi, Acting CEO of MBRHE.
The partnership aims to introduce flexible and cost-effective housing solutions while advancing the emirate’s sustainable urban development goals. It reflects Dubai’s commitment to improving the quality of public housing services through government integration, digital transformation, and regulatory innovation.
The collaboration focuses on creating standardized housing models—pre-approved and categorized into predefined types—to accelerate licensing and execution for citizens’ private housing projects. Both entities will jointly oversee the full project lifecycle, from design and contractor selection to construction supervision and completion, ensuring transparency and efficiency throughout.
Eng. Mariam Al Muhairi, CEO of the Building Regulation and Permits Agency at Dubai Municipality, said: “Our partnership with the Mohammed Bin Rashid Housing Establishment supports Dubai Municipality’s vision of achieving government integration and providing a comprehensive, sustainable housing ecosystem. Together, we aim to deliver flexible and inclusive housing services that cater to citizens’ needs while ensuring a transparent and efficient experience that simplifies the homebuilding process and reduces cost, time, and effort.”
She added that the initiative aligns with the Dubai Social Agenda 33, aimed at building an ideal city that provides the best living experience and accessible housing options for all citizens.
The MoU establishes unified digital channels to enhance data exchange and procedural integration between the two entities. This includes digital coordination on inspection outcomes, licensing updates, project progress reports, and contractor performance evaluations.
Mr. Dhallal Bin Quraish Al Falasi, Assistant CEO of the Corporate Support Sector at MBRHE, emphasized the initiative’s significance: “This memorandum reflects the Establishment’s vision to strengthen government partnerships aimed at advancing the public housing system and expanding the scope of smart and flexible solutions that enable citizens to build their homes according to the highest standards of quality and sustainability. Our collaboration with Dubai Municipality marks an important step toward achieving integration in procedures and services, accelerating the homebuilding journey through innovative regulatory models that guarantee transparency and ease at every stage of the project.”
He further added: “By simplifying procedures and activating unified digital channels, we aim to deliver a seamless customer experience for citizens. Through this partnership, we look forward to elevating the level of housing services and enhancing execution efficiency in ways that meet citizens’ aspirations, while also supporting Dubai’s sustainable urban development goals in line with the directives of our wise leadership.”
Under the agreement, Dubai Municipality will define and update contractor requirements for private housing projects, share soil test results, conduct inspections, and ensure readiness for service connections and completion certification. MBRHE, acting as the project manager under homeowner authorization, will handle design selection, tendering, contract awards, and progress monitoring.
The cooperation ensures that each home is built with efficiency, safety, and quality at the forefront, reinforcing Dubai’s vision of a future-ready, citizen-centric housing ecosystem.
