Dubai Launches AI System to Fully Automate Building Permit Approvals

DUBAI, UAE – Dubai Municipality has announced the launch of an artificial intelligence-powered system designed to fully automate the building permit approval process, marking a significant milestone in the emirate's digital transformation and reinforcing Dubai's position as a global leader in smart government services.

The new platform will introduce a fully integrated digital system capable of issuing building permits automatically, without human intervention, by analysing submitted drawings and documents, verifying compliance with the Dubai Building Code and all applicable technical and engineering standards, and ensuring greater speed and accuracy throughout the approval process.

AI to Automate Building Permit Approvals

The AI-powered system will initially automate the issuance of building permits for private and investment villas through an intelligent AI agent capable of carrying out comprehensive technical reviews.

The system will verify plot planning requirements, assess architectural designs against the Dubai Building Code, review mechanical, electrical and plumbing (MEP) systems, validate structural safety and building stability, cross-check submitted drawings and supporting documentation, and automatically generate building card information.

The initiative is expected to significantly enhance the customer journey by enabling applicants to conduct pre-submission design checks and receive instant decisions on permit applications.

According to Dubai Municipality, permit processing times will be reduced from days to minutes, while applicants will receive immediate feedback whenever additional information or design modifications are required.

Supporting Faster and Smarter Government Services

The project is also expected to improve Dubai Municipality's internal operations by reducing manual reviews to exceptional cases, allowing technical teams to focus on higher-value engineering activities while enhancing the quality of data and analytics used for planning and decision-making.

Ultimately, it contributes to building a more efficient, agile and future-ready government while reinforcing Dubai's position as the world's best city to live, work and invest."

Three-Phase Rollout

Dubai Municipality will implement the project over 26 weeks across three phases.

The first phase will focus on developing and testing the AI agent to assess compliance with the Dubai Building Code across multiple engineering disciplines.

This will be followed by a pilot programme involving selected engineering consultancy firms to evaluate the system's performance in a live operating environment and collect user feedback.

The final phase will see the full rollout of the AI system for all private and investment villa permit applications submitted by engineering consultancy firms across Dubai, with complete integration into the Build in Dubai platform.

The initiative forms part of Dubai Municipality's broader strategy to modernise the emirate's construction sector through advanced digital technologies and artificial intelligence, while supporting ease of doing business, improving customer experience and advancing Dubai's vision of becoming a smart, sustainable and future-ready city.
