Dubai, UAE: Dubai continues to reinforce its position as one of the world’s most advanced cities in urban planning, driven by a long-term vision that goes beyond iconic skylines to encompass intelligent, sustainable infrastructure capable of supporting rapid growth. As the emirate enters a new phase of vertical expansion, district cooling systems are emerging as a critical foundation for ensuring efficiency, sustainability, and long-term economic resilience.

Dubai’s Vertical Growth Accelerates

The scale of Dubai’s ambitions is reflected in the latest data from the Council on Tall Buildings and Urban Habitat (CTBUH), which has identified the emirate among cities leading global skyscraper construction between 2026 and 2030. Mega-projects rising hundreds of metres into the skyline highlight the city’s sustained economic momentum, strong investor confidence, and growing demand for advanced urban lifestyles.

These developments underscore the need for infrastructure solutions capable of reliably supporting ultra-high-rise environments while aligning with Dubai’s broader sustainability and energy-efficiency goals.

District Cooling as a Strategic Enabler

Within this evolving urban context, district cooling has become a cornerstone of Dubai’s vertical development strategy. The system offers a highly efficient and environmentally responsible alternative to conventional air-conditioning, particularly suited to dense, mixed-use developments and high-rise towers operating in the UAE’s climate.

District cooling systems enable consistent performance, reduced energy consumption, and lower carbon emissions, making them a critical component of future-ready urban infrastructure.

Alignment Between Design and Sustainability

Ahmad Bin Shafar, CEO of Empower, Chairman of the District Cooling Operators Association, Special Advisor on District Cooling to the global initiative of United Nations Environment Programme (UNEP), and Member Emeritus of the Board of Directors of the International District Energy Association (IDEA), said the growing reliance on district cooling systems in Dubai’s newest skyscrapers reflects the emirate’s commitment to integrated infrastructure planning.

He explained that Dubai’s vertical expansion is guided by principles that combine energy efficiency, resource sustainability, and the enhancement of long-term real estate competitiveness, noting that district cooling is fundamental to achieving this balance.

He added that nine of the ten tallest skyscrapers currently under construction in Dubai rely on sustainable district cooling systems, demonstrating a strong alignment between architectural ambition and environmental performance.

Empower’s Role in Mega-Project Delivery

Bin Shafar noted that six of Dubai’s tallest towers under construction will be supplied by Empower, including Binghatti Jacob & Co. Residences, Tiger Sky Tower, Al Habtoor Tower, Bayz 101, Six Senses Residences, and Franck Muller Aeternitas. This, he said, underscores the pivotal role district cooling operators play in supporting the emirate’s most complex and high-profile developments.

He expressed pride in the contribution of district cooling providers to Dubai’s urban evolution, adding that district cooling has evolved from a niche technology into a strategic enabler of sustainable city-building.

Supporting Net Zero and Urban Resilience

Bin Shafar further affirmed that the District Cooling Operators Association continues to strengthen collaboration among developers, operators, and policymakers to ensure the adoption of global best practices. He noted that district cooling is central to achieving national sustainability objectives, including the UAE Net Zero 2050 Strategy and the Dubai Net Zero Carbon Emissions Strategy 2050.

By reducing pressure on electricity grids, enhancing energy efficiency, and supporting reliable operations in high-density developments, district cooling improves both environmental performance and quality of life within landmark buildings.

The District Cooling Operators Association emphasised that district cooling remains the most suitable solution for the UAE’s climate, offering superior operational efficiency compared to conventional cooling systems. The approach supports Dubai’s transition toward a more sustainable urban future while presenting a scalable model for cities worldwide seeking to balance growth with environmental responsibility.
