DFF and DLD Partner to Accelerate PropTech Innovation in Dubai

Dubai, UAE: The Dubai Future Foundation (DFF) and Dubai Land Department (DLD) have announced a new strategic collaboration aimed at fast-tracking innovation across the property technology (PropTech) landscape. The partnership forms part of Sandbox Dubai, a flagship DFF initiative created to advance future-focused regulatory frameworks aligned with the Dubai Economic Agenda (D33).

Advancing PropTech Through Regulatory Innovation

The newly established PropTech Sandbox will introduce a controlled regulatory environment designed to support the safe testing, deployment, and scaling of next-generation real estate technologies. The initiative aims to drive adoption in areas such as AI-powered analytics, digital building management, and emerging smart-city solutions.

Through this framework, startups, technology firms, and government entities will jointly contribute to shaping new policies, standards, and use cases within Dubai’s evolving real estate sector. DLD’s access to comprehensive, city-wide market data will serve as a key enabler for practical applications and pilot projects.

Leadership Highlights a Transforming Sector

His Excellency Omar Bu Shehab, Director General of DLD, described Dubai’s real estate market as undergoing “an unprecedented transformation,” driven by digital innovation and future-ready city development.

Bu Shehab stated: “Technology is the key to advancing today’s real estate landscape, from market regulation and data management through to building happier, more integrated communities.”

He added: “This partnership reflects Dubai’s vision for a knowledge-driven economy and reinforces the emirate’s position as a global hub for innovation in property technology. At DLD, we are committed to achieving the objectives of the Dubai Real Estate Strategy 2033 and leveraging technologies to enhance decision-making, transparency, service efficiency, as well as the investment environment.”

His Excellency Khalfan Belhoul, CEO of DFF, emphasised the importance of collaboration between government, private-sector leaders and academia in accelerating Dubai’s readiness for the future.

He added: “The PropTech development project within Sandbox Dubai will enhance the performance of Dubai’s real estate sector by providing a platform to test data-driven solutions, advanced technologies, and agile regulatory frameworks. This will help enhance this pivotal sector and further elevate its global leadership.”

Building an Integrated PropTech Ecosystem

The agreement positions Sandbox Dubai as a central platform for real estate developers, technology innovators, academic institutions and financial partners to test and validate cutting-edge solutions. Beyond technology trials, the initiative will strengthen industry capabilities, foster knowledge exchange and support the growth of Dubai’s broader PropTech ecosystem.

The PropTech Sandbox aims to:
